At the completion of the 2004 season, the top six teams will become the Premier Division and the bottom six teams will become the First Division.  In areas where we currently do not have twelve teams in each division we will add a few clubs that are able to compete in the Super Y-League in the First Division for 2005.  At the completion of each season the bottom team in the Premier Division will be relegated to the First Division and the champion of the first division will be promoted to the Premier Division.  Also, in order to be promoted the team must have adhered to all league standards prior to being promoted.
